Reflection on the historical evolution of Venezuelan education policies from 1821 to 1955

Abstract

The manuscript offers a historical synthesis of Venezuelan educational policies between 1821 and 1955. It highlights that, from the early republican years, laws, regulations, and projects emerged to organize public instruction, expand schooling, and train teachers, although progress was slow, marked by institutional fragility and frequent economic limitations. In the 19th century, the influence of the Lancasterian method is emphasized, along with the actions of Bolívar, Vargas, and other reformers, as well as the decisive role of the Decree of Free and Compulsory Public Instruction of 1870, presented as a turning point. The text also underscores that the growth of the school system was not always accompanied by sufficient teacher training or a solid state structure. In the 20th century, it mentions university closures and reforms, the professionalization of teaching, the incorporation of women into education, attention to rural and indigenous education, and the modernization efforts of various ministers. In conclusion, the author argues that the evolution of Venezuelan education was uneven, influenced by the governments in power, but marked by continuous attempts to consolidate a public education system at the service of the country.
